产品说明
中国银行巴黎分行在进口信用证或进口代收项下,凭有效凭证和商业单据代进口商对外垫付进口款项的短期资金融通。
产品功能
用于满足进口商在进口信用证或进口代收项下的短期资金融通需求。按结算方式分为进口信用证押汇和进口托收押汇;按押汇币种分,可分为外币押汇和欧元押汇;按垫付资金来源分为自有资金对外垫付和海外联行垫付(海外代付)。
产品特点
1.减少资金占压。利用银行资金进行商品进口和国内销售,不占压任何资金即可完成贸易、赚取利润;
2.把握市场先机。帮助进口商在无法立即支付货款的情况下及时取得物权单据、提货、转卖,从而抢占市场先机;
3.提高议价能力。通过将付款期限由远期改为即期,或相应缩短远期付款的期限,可以帮助进口商提高对国外出口商的议价能力;
4.节约财务费用。可根据不同货币的利率水平选择融资币种,从而节约财务费用。
利率
融资利率按中国银行巴黎分行对贸易融资业务的利率授权执行。
适用客户
1.进口商遇到临时资金周转困难,无法按时付款赎单;
2.进口商在付款前遇到新的投资机会,且预期收益率高于押汇利率。
申请条件
1.依法核准登记,具有经年检的法人营业执照或其他足以证明其经营合法性和经营范围的有效证明文件;
2.具有进出口经营资格。
3. 在中国银行巴黎分行有相应授信额度。
办理流程

1.我行应进口商申请为其核定授信额度。
2.进口商向我行提交进口押汇申请书。
3.我行代进口商对外垫付押汇款项,并将单据交付进口商。
4.进口商到期向我行付款,用以归还押汇款项。
温馨提示
1.需向开证行或指定代收行提出书面的进口押汇申请;
2.在押汇银行核定了授信额度或申请了单笔授信;
3.与银行签订正式押汇协议,确定金额、期限、利率、还款日期等;
4.进口押汇是一种专项融资,仅可用于履行特定贸易项下的对外付款责任;
5.押汇期限一般与进口货物转卖的期限相匹配,并以销售回笼款项作为押汇的主要还款来源。
Description
It is a short-term finance facility with which BOC Paris Branch advances import payments with valid vouchers and commercial documents on behalf of the importer under import L/C or inward collection.
Functions
The product is intended to meet exporters’ short-term finance needs under import L/C or inward collection. By settlement method, it is divided into import bill advance under import L/C and import bill advance under inward collection. By currency, it is divided into foreign-currency import bill advance and euro import bill advance. By source of advance payment, it is divided into import bill advance with proprietary funds and import bill advance by overseas sister bank.
Features
1. Reduce the fund occupation. Bank funds are leveraged to import commodities and sell them in domestic market, so as to complete trade and earn profits without tying up any fund.
2. Gain first-mover advantage. This product helps the importer to obtain the documents of title, take delivery of goods and resell them in time when they cannot immediately pay for the goods, so as to gain the first-mover advantage.
3. Improve the bargaining power. By changing the payment term from deferred payment to sight payment or shortening deferral period, the product improves the importer’s bargaining power with foreign exporters.
4. Save financial expenses. The importer can select the currency of financing according to interest rates of different currencies, so as to save financial expenses.
Interest rate
The interest rate is to be determined according to BOC Paris Branch’s authorization regarding trade finance.
Target customers
1. The importer encounters temporary liquidity difficulties and cannot make timely payment to retire the documents.
2. The importer finds new investment opportunities before making payment, and the expected rate of return is higher than the interest rate for import bill advance.
Applicant eligibility criteria
1. Registered upon approval in accordance with the law; has a corporate business license that has passed the annual review or other valid supporting documents for its legality and scope of business;
2. The applicant is qualified for imports and exports.
3. Has relevant credit line with BOC Paris Branch.
Handling procedure

1. The Branch grants a credit line to the importer upon its application.
2. The importer submits an application for import bill advance to the Branch.
3. The Branch makes advance payment on behalf of the importer and delivers the documents to the importer.
4. The importer makes payment to the Branch when due to repay the advance.
Tips
1. A written application for import bill advance should be submitted to the issuing bank or the nominated collecting bank;
2. The importer should have an approved credit line with the advancing bank or have applied for an individual credit facility to it;
3. The importer should sign a formal import bill advance agreement with the bank to specify the amount, tenor, interest rate, repayment date, etc.;
4. Import bill advance is a form of special finance. It is only used to discharge foreign payment obligations under specific trade transactions;
5. The term of advance payment generally coincides with the resale period of imported goods, and the sales proceeds are taken as the main source of repayment.
