Introduction
Book-entry T-bonds are paperless bonds issued by Ministry of Finance with creditor's rights recorded in the computer, and the bonds can be listed and traded. Book-entry T-bonds transaction over the counter refers to that the commercial bank, through its outlets, trades T-bonds according to public offer, and provides relevant custody and settlement services for investors.

Charges
As requested by the policy of People's Bank of China, presently, Bank of China collects the following fees from OTC (Over the Counter) bond investors: RMB 10/account for account opening fee; RMB 20 for custody transfer fee; RMB 50 for non-transactional transfer fee; no custody fee at the moment.
Bid/Offer Price
Bank of China adopts multiple prices daily for book-entry T-bonds transaction, i.e., Bank of China, based on its own judgment of the trends of economy and market interest rate, determines the bid/offer price of book-entry bonds every day. Meanwhile, Bank of China may adjust the public offer according to the market situation.
Process
Ⅰ. Institutional Investors Opening Bond Custody Accounts
Account Opening Instructions
1. Institutional investors include social organs and organizations, enterprises and public institutions, and individual economic organizations (corporate customers) and so on. Financial institutions are prohibited from purchasing or selling bonds through Bank of China.
2. Institutional investors shall open RMB current settlement accounts in Bank of China as capital accounts.
(1) Provide the originals of valid certificates such as Organization Code Certificate, Business License or Registration Certificate and their copies with official seals, Letter of Authorization, valid identity document of the agent and the copies.
(2) Sign the Bond Custodian Agreement (public business) (with official seal, signature and seal of the legal representative) in duplicate, fill out the application form of bond custodian account opening (with specimen stamp consistent with the capital account).
(3) Get a receipt of the application form of bond custody account opening, and a copy of the agreement.
Ⅱ. Investors' Application for Bonds Subscription, Purchase and Sale
1. Fill out the bond purchase or sale receipt (with specimen stamp)
Note:
(1) Make sure there is adequate capital in the capital account or adequate bond balance in the bond custody account.
(2) The counter only handles bond transaction with the amount of integral multiples of RMB 100 denomination. During the issuing period, the investor shall negotiate with the bank in case single subscription exceeds the denomination stipulated by the People's Bank of China and the Ministry of Finance; in case the maximum balance in single account exceeds the proportion of the current issuing amount prescribed by the People's Bank of China and the Ministry of Finance, the investor shall make a public announcement, but the balance shall not exceed the highest proportion of the total issuing amount prescribed by the People' s Bank of China and the Ministry of Finance.
2. Customers sign and seal on the transaction confirmation letter after verification, and present it to the counter clerk for completion of the transaction. The transaction is irrevocable once it is signed and sealed.
3. Get the customer receipt
Ⅲ. Institutional Investor Modifying the Basic Information
1. Submit the official letter of the work unit with specimen stamp, and highlight the modified content. If the investor's name or certificate number changes, the customer is also required to provide the originals of valid certificate such as Organization Code Certificate and the copies with official seal, valid identity document of the agent and the copies.
2. Get the customer receipt
Ⅳ. Institutional Investor Regaining the Initial Password of the Re-check Enquiry System
1. Provide the bank with the official letter of the work unit with specimen stamp, the valid identity document of the agent and the copies.
2. Under normal conditions, investors can make enquiries with the initial password after three business days.
Ⅴ. Bond Custody Transfer for Investors
The investor should open a bond custody account in the transferee bank
1. Fill out the bond custody transfer receipt (with specimen stamp)
2. Get the customer receipt
Ⅵ. Bond Non-transactional Transfer for Institutional Investors
Bond transferee shall open a bond custody account in the bond transferring bank in advance
1. Submit the originals and copies of valid agreement signed by both parties and the notarial certificate.
2. Fill out the bond non-transactional transfer receipt (with specimen stamp)
3. Get the customer receipt
Ⅶ. Account Cancellation for Institutional Investors
1. Before cancelling the account, the investor shall not have balance or unfinished custody transfer in his/her bond account.
2. Fill out the application form of bond custody account cancellation (with official seal)

Ⅷ. Enquiry Services
Mode A: telephone enquiry
Telephone enquiry through the re-check enquiry system. Enquiry time is 0:00 to 17:00 on business days. Enquiry target is the custody balance on any day (the current business day excluded) received and examined by Central Clearing Corporation during the past twelve months recorded by the administering bank for the investor. Enquiry phone number is (010) 66005000.
Mode B: counter enquiry
1. Enquiry in the bank by providing the valid certificate of the work unit and identity document of the agent.
2. Get the printed enquiry information.

If you choose to trade the book-entry T-bonds through Bank of China, you will be able to enjoy real-time delivery for bonds and payment, so that you can conduct multiple transactions for a single bond within one day; meanwhile, funds from sale of the bonds can be transferred or withdrawn on the same day.
2. Bid/offer prices of book-entry T-bonds between administering banks may vary since the administering banks can set the price at their own discretion within the maximum spread of bid/offer price prescribed by the People's Bank of China.
Potential returns and risks of book-entry T-bonds transaction over the counter
3. In the book-entry T-bonds transaction over the counter, in addition to the accrued interest in the bond holding period, the customer may also achieve capital gain/loss arising from the bond price higher/lower than its face value. For investors who hold the bonds till the maturity date after the bond purchase without any bond transaction, T-bonds transaction over the counter and certificate T-bonds have the same effect, namely, the actual yields of investors are basically consistent with the theoretic yields when they purchase the bonds.
