Travel agency's quality margin is the special funds that are deposited in designated bank by travel agencies or provided by bank guarantee to guarantee travelers' legal rights and interests according to the stipulation of Travel Agency Law. The margin is managed by special accounts, and is used for its specified purpose only. The National Tourist Administration appoints the bank that opens the margin account or provides margin guarantee for travel agencies.
Introduction
Lv Bao Tong means that Bank of China provides travel agencies with quality margin supervision services by opening special accounts upon their trusts and pays the quality margin on behalf of them in case of achieving the payment conditions of the tourism administration department.

Application Qualifications
Travel agencies shall open the corporate RMB settlement account and the margin account.
Process
1. Travel agencies handle the margin account opening procedure at the outlets (name and address are attached ), which are affiliated to the Shandong branch of Bank of China Limited and have the qualification of handling the deposit and withdrawal of quality assurance margin.
2. When depositing margin, travel agencies shall hold the Deposit Agreement of Travel Agency's Quality Margin (its copy is sent to the tourism administration department for the record) and go to the bank to handle the deposit procedure.
3. When refunding margin, travel agencies shall hold the Withdrawal Agreement of Travel Agency's Quality Margin issued by the tourism administration department, and the bank will return corresponding sum of margin to the travel agencies according to the agreement.
4. When allocating the margin, the bank will pay the margin in cash or by account transfer to the tourists directly in five working days after confirming it by carefully checking, according to the Withdrawal Agreement of Travel Agency's Quality Margin and the Decision Letter of Tourism Administration Department on Allocation of Travel Agency's Quality Margin issued by the tourism administration department.
5. When it is judged or settled by the people's court and confirmed by other valid legal documents that the travel agency violates the legal rights and interests of tourists, and refuses or is unable to make compensation, the people's court can allocate the compensation from the travel agency's quality margin account. The bank will act according to the judgment and settlement of the people's court and other valid legal documents.
Required Documents for Opening a Quality Margin Account
1. Original business license and its duplicate copy, original organization code certificate, original tax registration certificate, original account opening permit, and the original duplicate copy of travel agency's business operation permit and its two copies (copied in A4 papers), and the copies shall be stamped with the official seals and indicated with "Consistent with the original".
2. When handle account opening procedure, if the legal representative can not go to the bank personally, the letter of authorization authorized by legal representative, the original ID cards and their copies (stamped with the official seals) of the legal representative and the handling person shall be presented.
3. The bank reserves the specimen stamps, including the official seals, finance special chops, and personal seals.
4. Opening account requires the settlement certificate, while the settlement certificate requires to provide the holder's ID card and its copy, and two 1-inch photographs with the same photographic plates.
Matters need attention about specimen stamps:
* The stamps can not be atomic stamps, and the stamp-pad ink used must be oily and not liquid.
* If the personal stamp in the stamp cards is not that of the legal representative of the organization, the deposit person's letter of authorization, the authorized signatory's original ID card and its copies (stamped with the official seals, copied in A4 paper) shall be presented.
