On August 19, Bank of China and Tianjin Municipal Human Resource and Social Security Bureau jointly held the ceremony to launch the financial social security IC card, the first of its kind in China that integrates the function of social security and financial service. Cui Jindu, Vice Mayor of Tianjin, and Zhu Shumin, Vice President of Bank of China participated in the ceremony.
The issuance of such card is an active attempt to combine the function of both social security and banking service, and also a key breakthrough for the application of financial IC card in the public service sector. As one of the four pilot cities appointed by the PBOC for issuing the financial IC card, Tianjin becomes the first domestic city issuing the social security card with the financial function.
The official from the Personal Finance Unit of Bank of China Head Office says that the bank is actively exploring the way to adopt the financial IC card's function in the public service sector, and integrate the financial informationization and urban informationization. The issuing of such a card will become a good example for the development of the financial social security IC card in China.
Compared with the previous medical insurance card, the financial social security IC card jointly launched by Bank of China Tianjin branch and Tianjin Municipal Human Resource and Social Security Bureau has the following three advantages:
First, it can provide the comprehensive social security function. Besides the function in original "medical insurance card", this card is the electric certificate for the cardholder to enjoy the social security and public employment services. The card bears such function as information record, information inquiry, business handling and so on, promoting the construction of the all-around social security system.
Second, it adopts the advanced technology. The card is designed to combine the social security function and the financial function into one chip, and at the same time, it keeps the magnetic stripe reading and writing function of a traditional bank card, thus greatly improving the safety and reliability, and representing the technological development trend of the international bank card.
Third, its function can be easily expanded. It solves the linkage problem between the traditional medical insurance card and bank card, hence realizing the function of "all-in-one card" for both the "social security" and "financial" services. The integration of the social security function and the financial function provides a technical platform for function expansion and upgrade. Bank of China, together with the social security institutions and hospitals, is developing the public services function such as the self-help registration, quick settlement and electronic medical records with the financial social security IC card as the medium, to enable the card holders to enjoy more value-added services and realize "a lifetime comfort with one card in hand".
At present, coordinating with Bank of China Tianjin Branch, Tianjin Municipal Human Resource and Social Security Bureau is replacing the former medical insurance card with the new financial social security IC card in Tianjin.
