Dear Valued Customers,
According to the Notice Jointly Issued by the Ministry of Finance and State Administration of Taxation on the Comprehensive Roll-out of the B2V Transformation Pilot Program ([2016]No.36), the B2V Pilot reform will be rolled out to cover all industries including financial services industry from 1 May 2016. And we, Bank of China, will be in the pilot. In order to mitigate the impacts on our customers due to the B2V Pilot and continue to provide excellent customer service, we make an announcement on the tax related matters as follows:
I. Warm Reminder on VAT Invoice Issuance
With effect from 1 May 2016, we will charge VAT on our supplies of goods and services where VAT is applicable and issue VAT invoices correspondingly to customers upon request after we receive the payment.
We will issue the VAT invoice in RMB.
Due to the system change, we will suspend issuing VAT invoices for the precious metal business from the middle of April to 30 April (Detailed arrangements are subject to the announcements of local branches). And please contact the service-providing branch or other appointed branches after 1 May for the VAT invoice issuance application.
II. Procedures of VAT Invoice Issuance and Collection
A. Application of VAT Invoice Issuance
According to relevant tax regulations, the application of VAT Invoice Issuance will only be accepted at the service-providing branch or other appointed branches. Customers could apply for issuing the VAT invoice (including the ordinary VAT invoice and the special VAT invoice) based on the qualified business which is paid.
We would appreciate if customers with the General VAT Taxpayer qualification could submit the supporting documents as well. Subject to the progress of combining Business License, Organizational Code Certificate and Tax Registration Certificate (“combining three certificates”), customers may provide the supporting documents as follows.
For those customers who have both completed combining three certificates and completed the change of the taxpayer identification number, we would appreciate if you could provide us the original copy or the stamped photocopy of the Registration Form of the General VAT Taxpayer with the acceptance date and stamp of the in-charge tax authority, or other documents which can certify the General VAT Taxpayer qualification.
For those customers who have not completed combining three certificates or who have completed combining three certificates but not completed the change of the taxpayer identification number, we would appreciate if you could provide us the original copy or the stamped photocopy of the certificate of the General VAT Taxpayer, or the Tax Registration Certificate stamped with “General VAT Taxpayer”, or other documents which can certify the General VAT Taxpayer qualification.
B. VAT Invoice Issuance
According to relevant tax rules and regulations, we will review the information of the customers and transactions and issue the VAT invoice for the services provided.
C. Collection of VAT Invoice
To ensure the safety of VAT invoices, please designate a contact person for handling the collection of the VAT invoices.
