BOC Fullerton Community Bank is a key platform and distinctive brand for Bank of China, dedicated to advancing inclusive finance, supporting county-level economies, and promoting rural vitalization. Aligned with national policies addressing the "Three Rural Issues" — agriculture, rural areas, and farmers — and to tackle the financing challenges faced by small and micro enterprises and "Three Rural" clients, Bank of China partnered with Fullerton Financial Holdings, a wholly owned portfolio company of Temasek, an investment company based in Singapore, to establish village and township banks on a large scale since 2011. This collaboration explores pathways for large banks to develop inclusive finance with Chinese characteristics.

In August 2020, BOC Fullerton Community Bank Co Ltd opened in Xiong'an New Area, becoming one of the first pilot investment management villages and township banks in China. By the end of 2024, BOC Fullerton had established 134 corporate entities, 188 township branches, and more than 100 inclusive finance service outlets, forming a financial service network that spans rural areas across 22 provinces (autonomous regions and municipalities) in China. It is now the largest and most widely distributed village and township bank group in the country.

BOC Fullerton Community Bank has developed tailored financial services and credit processes for county-level micro, small, and medium-sized enterprises and "Three Rural" clients. It has introduced five major categories of small/micro and agriculture-related loan products, including BOC Fullerton Xinnong Loan, Xingjia Loan, Qiyi Loan, Huizheng Loan, and FuE Loan, available both online and offline. These products effectively address the financing challenges of "Three Rural" clients and small and micro businesses in county areas. By the end of 2024, BOC Fullerton had served more than 5 million clients and issued loans exceeding 400 billion yuan ($56 billion), with loans for farmers and small and micro businesses accounting for more than 95 percent of the total.
