The 2025 Lujiazui Forum, held in Shanghai from June 18 to 19, featured Zhang Hui, president of Bank of China, as a key participant in a subforum themed "Financial Sector Supporting The Development of New Quality Productive Forces".
He delivered a keynote speech titled "Accelerating the Construction of a Sci-Tech Finance Ecosystem to Facilitate the Growth and Expansion of New Quality Productive Forces", emphasizing the role of finance in fostering innovation-driven industrial growth.
Zhang highlighted leveraging scientific and technological innovation to drive industrial progress and nurture new quality productive forces.

To support these goals, Zhang advocated for the accelerated construction of a sci-tech finance ecosystem.
He outlined four foundational conditions necessary for establishing a systematic, full-chain, and integrated sci-tech finance ecosystem:
First, participation of various financial entities is needed. This requires coordination among diverse financial institutions and the pooling of various financial resources.
Second, responsibilities must be clearly defined. Financial institutions and industrial investors should leverage their respective strengths to deliver differentiated services and supply solutions.
Third, the product system must be adaptive. It is crucial to upgrade financial product offerings and develop comprehensive service packages that cover the entire life cycle of sci-tech innovation enterprises.
Fourth, supporting mechanisms must be robust. Priority should be given to building and improving mechanisms for benefit sharing, risk sharing, and due diligence liability exemption. These mechanisms will better align with the new characteristics and evolving needs of sci-tech innovation activities.
Zhang also highlighted BOC's active role in building a sci-tech finance ecosystem. Since 2024, BOC has advanced its Tech Innovation Ecosystem Partner Initiative, enhancing its three-dimensional network coverage, large-scale equity investment, credit support, global financial services, financing capabilities, and risk-sharing mechanisms to promote sci-tech finance development.
Supporting Shanghai's "Five Centers" initiative, comprising international economic, financial, shipping, trade, and global sci-tech innovation centers, is a priority of BOC. The bank's efforts in supporting the city's pilot and future industries have earned it the Shanghai Tech-Finance Outstanding Partner Award for seven consecutive years.
Looking ahead, BOC plans to leverage its global advantages and comprehensive capabilities, collaborating with various stakeholders to further develop the sci-tech finance ecosystem and contribute to the growth of new quality productive forces, Zhang noted.
The 2025 Lujiazui Forum, themed "Financial Opening-up and Cooperation for High-quality Development in a Changing Global Economy", facilitated in-depth discussions on global monetary policy, capital market development, and sci-tech finance, fostering valuable exchanges among participants.
